I just tried agan following the above same error. I think i may be confused on the "
get the PC ID with HWID.exe, use kеуgеn to create liсеnsе and copy all the files except the regkey.dat, run liсеnsе.reg
run Cummins INSITE_Patched.exe with administrator rights" Where are these files to be copied to? the C:\intelect folder?

The problem: Those two Cummins services are disabled — specifically "Cummins liсеnsе Configuration Tool Service". That service must be running before INSITE can validate any liсеnsе. With it disabled, INSITE gets no response from the liсеnsе endpoint → error -3010 ("unexpected response").

Fix:

  1. Open services.msc
  2. Find "Cummins liсеnsе Configuration Tool Service" → right-click → Properties
  3. Change Startup type from Disabled to Manual (or Automatic)
  4. Click Start to start it now
  5. Do the same for "Cummins Update Service" — set to Manual and Start it
  6. Leave "INSITE Guidance Service" disabled for now (not related to licensing)
  7. Try launching INSITE again

If the liсеnsе service fails to start (gives its own error), then:

  • Go back to services.msc, double-click the Cummins liсеnsе service, and note the "Path to executable" field — paste it here
  • Also check Event Viewer → Application logs right after the failed service start for a new error

The Event Viewer entries you posted are all standard Windows Software Protection (SPP) messages — unrelated to INSITE. We need to see what happens after the Cummins liсеnsе service is actually running.

Ok—now we know Windows is reporting Insite.exe (8.9.0.130) as hanging (AppHangB1). That usually means INSITE is stuck during startup (often waiting on the liсеnsе check / liсеnsе service response), not just a clean “liсеnsе refused” dialog.

Before we chase anything else, I need one concrete detail from your machine:

1) Confirm what actually listens on the INSITE/Cummins liсеnsе side
On Windows, open an elevated CMD (Run as administrator) and run:

netstat -ano | findstr /i "4545 80 443 8080 9000 27000"

Also run (more important if it’s a local service):

PHP:
netstat -ano | findstr /i "localhost"

Then tell me any lines that show a LISTENING port and the PID (last column).

2) Tell me the executable path for the Cummins liсеnsе service
In services.msc:
  • double-click Cummins liсеnsе configuration tool service
  • copy the exact Path to executable (full path) and also the Service name at the top of the window

Paste those here.

3) Try running INSITE as admin (quick test)
Right-click Insite.exe (from c:/intelect) -> Run as administrator, see if it still hangs with error -3010.

Why I’m asking this
If the liсеnsе service is running but INSITE “hangs/unexpected response”, it’s typically:
  • liсеnsе service binary path mismatch / missing dependency
  • blocked local loopback / wrong port
  • permissions issue (especially to ProgramData folders)
