If the service isn't showing, that is actually good (it means it's not locking the file).
Since moving the file didn't work, the асtivаtоr is likely looking for a different filename or a different specific path that varies by installer version.
Please try these two specific fixes:
1. Rename the file

Rename
liсеnsе.lic to
liсеnsе.xml.
Run the асtivаtоr again. Some versions of the tool are hardcoded to look for an .xml extension.
2. Check the PKI folder
If the above fails, look for this folder:

If it exists, copy your liсеnsе file into there as well. If the folder doesn't exist, create it manually and put the file inside.
3. Windows Defender
Double-check your Windows Security / Defender history. Even if you run as Admin, Defender often silently blocks the "Read" action of these activators without deleting the file, causing the "Not Found" error. Turn off "Real-time protection" temporarily and try again.
