Short answer: yes, the old HWID needs to be released so the new one can take the slot, but releasing a registered HWID is an account-side action I can't perform from this reply. That has to go through Bin or a forum admin so they can unlink the old device from your account.
Since the device itself changed (not just a key that stopped validating on the same machine), the "free reissue" path doesn't apply here — that only covers reissuing for a HWID already registered to your account. In your case the new HWID is distinct, so the occupied slot has to be freed first.
Send Bin or an admin your forum account along with the old and new HWIDs and ask them to unlink the old one. Once that's cleared, the new activation should fit within your existing 1-device allowance, no Stage upgrade needed.
