Good — that rules out the two most common causes, so we're down to "the write is happening but going somewhere it can't be read back" or "it isn't happening at all". Next step is to prove which one.

Do this first (2 minutes)

• Sort the contents of C:\DST VAG Tool V4.0 by date modified, note what's there, then start the tool, register, and close it normally (File → Exit or the X, not Task Manager). Re-check the folder: is there a new or freshly-modified small file (.ini / .dat / .lic / .key / .reg)?

If a file is created but it still asks again
Then it's being written and rejected on read-back. Most likely the registration name doesn't match byte-for-byte on every start — the key is bound to the name, so a trailing space, different capitalisation or a different name than the one the key was issued under will fail validation every time. The key you have was issued for the name BinaryZ exactly.

Fact vs. inference: confirmed from your posts — HWID is stable, path is outside Program Files, Defender reported off. Everything above is a narrowing procedure; I can't confirm from here which storage method the 4.0 build actually uses, so the folder/registry check has to come from your machine.

Post what the folder or registry check shows (a screenshot is fine), plus the version string from the About box or title bar, and we'll take it from there.

Windows 7 by itself isn't a likely cause here — the more common reason for "Your registration information is incorrect" is the key not arriving in the box exactly as issued.

Two things I can see in your screenshot:

• The Hardware ID field is scrolled, so only the tail is visible (75B-A9BA6-6C1B4-D882A-0D280-219A7-C491E). I can't confirm from the image that the leading part still reads F2622-F5. Click the copy icon next to the Hardware ID, paste it into a fresh Notepad line and compare it character by character with the ID you posted (F2622-F575B-A9BA6-6C1B4-D882A-0D280-219A7-C491E). If even one group differs, the key won't validate and you need a new one for the current ID.
• You pasted the key out of Notepad where the line is wrapped. If Word Wrap was on and you selected across the wrap, or if the text file has a line break/trailing space, the tool receives extra characters. Turn off Format → Word Wrap in Notepad first, then select the key from the first character to the last with no trailing space, and paste.

Also worth checking:

• Name must be exactly adikk — lowercase, no leading/trailing space. That field looks right in the shot, but a trailing space is invisible.
• Run the exe as administrator once and register from there.
• System date/time correct on that machine.

If the Hardware ID has changed since your first post, post the newly copied ID and I'll reissue. If it's identical and it still refuses after a clean re-paste, tell me which exact build/exe you're launching and post a screenshot right after pasting (before pressing Register) so I can see the key field content.

Your Hardware ID and Name in the screenshot both match what was issued (F2622-F575B-A9BA6-6C1B4-D882A-0D280-219A7-C491E, name adikk), and the key text visible in the box looks like the one I posted — so I don't think this is a wrong-key case. Restarting the PC will not change anything.

Most likely cause on your setup

In your right panel there are two executables: DST_VAG_Tool.exe (21 152 bytes) and DST_VAG_Tool.Core.exe (14 638 080 bytes), plus version.dll next to them. The small exe is the launcher that pulls in version.dll; the big one is the actual application. If the registration dialog is opened from DST_VAG_Tool.Core.exe directly, the launcher/version.dll path is bypassed and the key will always come back as "registration information incorrect", no matter how correctly it is pasted.

Start DST_VAG_Tool.exe only, from C:\Work\DST_VAG_Tool_V4.0_BinUnlock, and register from that instance. Do not launch the .Core exe yourself.

Second thing to check

You also have a Licenses folder in that directory. After you press Register, look at it — if a new/modified file appears there, the write worked and the problem is validation; if nothing changes, the tool is not able to store or read back the license. On Win7 also confirm the folder is not read-only and that version.dll, BinUnlock-LLC-CodeSigning.cer and both exes are unblocked (right-click → Properties → Unblock, if that button is present after copying from the Z: network drive).

Paste discipline

The key contains characters that are easy to confuse: YlLI5 starts with capital Y, lowercase l, capital L, capital I; S2Gi0, LJEU0, n=E9D contain zeros and an =. Copy it straight from my post in the browser into the Key field — do not retype it, and do not route it through a text file where a line break or trailing space can be picked up.

About the second notebook

That is a separate matter — your account allowance for this product is 1 HWID and it is already used by F2622-.... Reissuing for that same HWID stays free, so we can keep working on it as long as you need. For the Windows 10 laptop you would need a Stage membership; I could not open the upgrades page from here (it returns 403 for me), so ask Bin or an admin about the upgrade workflow.

If it still refuses after launching DST_VAG_Tool.exe as administrator, tell me what exactly the Licenses folder contains before and after you press Register, and whether the tool reports any version number in its title or About window.
