Delete all downloaded files and download again from here and turn off Windows Defender before downloading. Then follow the same instructions again and open it and see if it works

I apologize, everyone needs to wait, huge problems have arisen with this resource in the loaders that load the license, they were made against their will and they were doing something to the end user, so the resource was removed, since yesterday I took the fix into my own hands, I'll finish today and upload the update.
