The HWID you've posted is new, not a reactivation of the one already registered to your account. A Windows reinstall normally preserves the same hardware fingerprint unless the motherboard or core components changed during the repair.

If the crash required replacing the motherboard or moving the installation to different hardware, that would explain the new HWID — but it also means this counts as a second device rather than a reissue of the first license.

To activate this second machine, you'll need a Stage 1 membership or higher, which raises your personal device allowance from 1 to 2 HWIDs for iDecoder. You can check the upgrade options in your account settings.

I understand — sometimes the upgrade path from Windows 7 to 10 does regenerate the fingerprint, especially if the installation method or activation state changed. If you end up needing the second slot later, the Stage option will still be there. Good luck with the new setup.
