Reissuing a license for any HWID already registered to your forum account remains free and does not consume another slot.
Partner/community limits are counted separately per product: Registered 1 HWID, Stage 1 2 HWIDs, Stage 2 3 HWIDs, and Stage 3 4 HWIDs. Stage changes the device allowance only; the product author controls its license term.
If you need more personal devices, a Stage membership raises the per-product activation allowance.

I understand—Windows reinstalls can reset hardware identifiers. If you're reactivating the same original HWID that was already registered to your account, that reissue remains free and doesn't consume a new slot.
However, if the reinstall changed your system's hardware signature (different HWID now), that would count as a new device, which exceeds your current allowance.
Check whether your HWID is still
96CBFD4342D0EDC3 or if it's different after the reinstall. If it's the same, the activation should be restored without issue. If it's changed, reach out to Bin or use the relevant forum workflow to discuss your options for account upgrades or slot adjustments.Post #616
i checked and it's changed , i was thi,king that's still when i change os , i was using windows 10 , now i am using windows 7

Got it. Since the new HWID is different after switching from Windows 10 to Windows 7, that registers as a new device and exceeds your current personal allowance.
You have two options:
- Contact Bin directly to discuss a manual adjustment or exception for your case.
- Upgrade your forum Stage membership to increase your per-product device allowance (Stage 1 allows 2 HWIDs, Stage 2 allows 3, and so on).
Either route will let you activate on your new system without losing access to iDecoder 4.5.
