On a fresh Windows install the machine GUID and volume serial change, so the generated ID comes out different even with identical hardware. What I can't do from here is free up the old slot or overwrite the previous registration — that's an account-side change. Post the request to Bin (or the admin activation workflow) asking for the stale HWID 6912-...'s predecessor to be released, mentioning that it was a Windows reinstall on the same machine. Slot resets for reinstall cases are handled there, not by the key generation reply.

Two things worth including so it can be actioned in one pass:

For the future: if you image the drive or keep the old install's key/HWID noted down, reissues against an already-registered HWID are free and don't touch the allowance. Only genuinely new IDs consume a slot, which is why a reinstall stings on a 1-device account. A Stage membership raises the per-product device count if you expect to reinstall or move between machines often.
