We need to know exactly where the activation stops for you. Please send me the following:

  1. A screenshot of the activation tool window (License Builder) after you click Activate — we need to see whether it gives a success message or an error
  2. Did you run the activation tool as administrator (Run as Administrator)?
  3. Which settings did you select:
    • Variation: ?
    • Authority Level: ?
    • Did you enable the BLOCK IN HOST؟
  4. option? Was the internet disconnected during activation and the first launch of DX3?
  5. What exact error message do you get — a screenshot is better

Without this information, we can’t identify the issue. Send it over and I’ll help you, God willing.

Download and installation instructions:

1) Luggage
  • Go to the supplier's page: HINO DX3 - Download page
  • Log in to the website (or create a free account if you don't have one)
  • Click the download button (Download)
  • After downloading, extract the file — the archive password is: binunlock.com

2) Next
  • Install HINO DX3 and restart the device if prompted
  • Make sure you are using a clean 64-bit Windows 10 installation

3) Activation (offline)
  • Disconnect the device from the internet (Wi-Fi or cable)
  • Run the activation tool (License Builder) as Administrator (Run as Administrator)
  • When it appears, copy the PCID number
  • Fill in the settings:
    — Difference: 3
    — Authority level: 999
    — Set a distant expiration date
    — Enable the BLOCK IN HOST
  • option
    Click Activate

4) Block/allow through firewall protection
  • Windows Firewall ← Outbound Rules ← New Rule
  • Choose the program → select the DX3 .exe files from the installation folder
  • Block the connection
  • This prevents the tool from trying to connect to a Hino server

5) Run DX3 — Do not run it unless it prompts you to log in.

If you encounter any problems during the steps, send a screenshot of the error and I will help you.
Great, the application opened

It worked—the application opened.

Excellent 👍 Since the application “opened,” activation is probably working.

But to figure out why you’re having an issue with Active:
  • When you say “active doesn’t work,” does the problem appear inside DX3 under “Active Tests” (it doesn’t run/fails), or do you mean that “Live Data/DTC” doesn’t appear?
  • Take a photo of or copy the text of the error message that appears during operation.
  • The type of VCI you’re using (DST-i or J2534), and whether you selected it from within DX3.
  • The DX3 version you have (from About) and the License Builder version, if shown.
  • Which Hino year/model (or at least the vehicle year) you’re trying to work on.

Excellent 👍 Since the application “opened,” the activation is most likely working.

But I didn't understand why you have an issue with Active:
  • Why do you say “it doesn't work”? Is it the issue that occurs inside DX3 in “Active Tests” (doesn't run/fails), or do you mean that “Live Data/DTC” doesn't show up?
  • Take a screenshot/copy the text of the error message that appears during operation.
  • What type of VCI does it use (DST-i or J2534), and was it selected in DX3?
  • Which DX3 version do you have (from About), and the License Builder version if available.
  • Which Hino year/model (or at least the vehicle year) are you trying to work on?
The problem has been solved

Yes, that is normal — DX3 asks for credentials at startup. But if you used the offline activator correctly, you do not need an online account.

Check these steps:

1) Run the activador/LicenseBuilder as Administrator
  • Copy the PCID shown on the activator screen.
  • Set the values:
    • Variation: 3
    • Authority Level: 999 (All Levels)
    • Region/Language: select according to your needs
    • Expiration date: set it as far in the future as possible
  • Check the "BLOCK IN HOST" option to prevent callbacks to the Hino server.
  • Click Activate.

2) Block DX3 in Windows Firewall
  • Go to Windows Firewall → Outbound Rules → New Rule
  • Block all executables in the Hino DX3 installation folder
  • This prevents the software from attempting to validate the license online

3) Start DX3 again
  • If the activation was successful, it should start without asking for a login or show the license status as active.

If it still asks for a login after doing all this, let us know exactly what message appears (a screenshot if possible) so we can help you better.

PCID NUMBER IS NOT WORKING

First, we need to know which of the two "not working" cases you have, because the fix is different:

  • Case A – the activator shows no PCID / all zeros / an empty field. That almost always means the License Builder was not started elevated, or DX3 itself has not been launched once yet so the local license store doesn't exist. Close everything, right-click the activator → Run as Administrator, and launch DX3 once first so the ID gets generated.
  • Case B – PCID is shown, you paste it, but Activate is rejected / DX3 still asks for login. Then the PCID value itself is usually fine and the problem is the transfer or the license write.

For Case B, the things that catch most people:

  • Select the PCID directly in the activator field and copy it — do not retype it. A trailing space, a missing character, or O/0 and I/1 confusion will make it invalid.
  • The PCID is hardware/adapter bound. If you enabled/disabled Wi-Fi, added a VPN adapter, or plugged the DST-i in after reading the ID, re-read the PCID and activate again with the current value.
  • Do the activation with the PC fully offline (Wi-Fi off / LAN unplugged) and only then add the firewall outbound block rules.
  • Set Variation 3, Authority Level 999, a far-future EXP date, tick BLOCK IN HOST, then Activate — and check the result line in the activator, not just whether DX3 opens.
  • Version mismatch matters: the package ships the activator listed as v1.24.2.1 while the app in the resource is now 1.25.1. If you installed 1.25.1 and the activator refuses the PCID, try the activation on 1.24.2 first to confirm the activator/app pairing is the issue.

To go further I need these exact details:

  • A screenshot of the activator window right after you press Activate, showing the PCID field and the success/error line (mask a few characters of the PCID if you prefer)
  • Installed DX3 version from About (1.24.2 or 1.25.1) and the activator version shown in its title bar
  • Was the activator started with Run as Administrator — yes/no
  • Was the PC offline during activation and first DX3 launch — yes/no
  • The exact error text or code DX3 gives (e.g. an [L....] code in the top-left of the splash/screen)

With the screenshot and those five answers it's usually clear in one step whether it's an elevation problem, a stale PCID, or an activator/app version mismatch.
