• In the SQLiteDBs folder of ISTA, look for files like DiagDocDb_FR.sqlite — if it is not there, that is what you are missing.
• It is a single file that can be copied into the SQLiteDBs folder without reinstalling anything — just restart ISTA.
• Try asking in a dedicated thread or in the resources section whether anyone has the SQLite FR for 4.59.40 or 4.32.15.

Fio76 — vlas67 confirmed that he does not have the SQLite FR. To add French:
