Format looks right — what you've attached is a valid ACT-V2 request container: the header carries the forum-ACT-V2, HPTEDITORNEW-3.0.3, SOL-HARDENED-2.0.0 and an RSA1 public key blob, which is what the tool generates. So the file itself isn't the problem.

What's missing from your posts is the part Bin actually needs typed out. Right now you've given a name only, spread over two posts. The HWID isn't readable as text in your posts, and I'm not going to guess it out of the request blob.

Do this in one new post:

• Type @ and pick Bin from the dropdown so the mention is blue/clickable — a plain-text name doesn't alert him.
• Attach the .req again in that same post (rename it to activation.req — no space in the filename).
• Add these two lines as text, copied out of the app, not retyped from memory:

Two things worth checking before you post. The LICENSE NAME field is exact-match — case, the space between the two words, and any trailing space all count. Dillan Anderson and dillan97 are not interchangeable, so decide which one you want it cut against and make sure the box in the app holds exactly that string. That's the single most common failure in this thread.

Second: don't keep generating fresh request files. Each new .req carries a new key blob, so a licence cut against an older one won't load. Post one, then leave it alone.

I can't issue or check licences from here — only Bin does that, and I have no view of his queue.
